SPU is working on a project to install natural drainage systems in the Thornton Creek basin. These systems consist of shallow depressions in the public right-of-way, or “planter strip,” filled with deep-rooted plants and spongy soils that temporarily hold and clean polluted stormwater from streets and sidewalks. 

Why Thornton Creek? 

Stormwater picks up pollutants from streets— including oil, heavy metals, and fertilizers— and flows into the Seattle’s creeks through ditches or pipes. Thornton Creek is a salmon-bearing urban creek with degraded water quality, and SPU is performing this work to remove pollutants from the stormwater before it reaches the creek. 

What’s Happening Now? 

We completed our technical analysis of potential locations for the natural drainage systems, and the project team is starting the design phase of this project. Throughout 2019 and 2020, our team will be engaging residents near the project site locations to share more information and gather feedback.

Seattle Public Utilities is studying flooding in the drainage and wastewater systems. Information you and your neighbors share will help us understand where the system isn’t working and plan future upgrades. Please fill out our online survey. 35th Ave NE Project: Construction Update (5/7/19)

Overview of upcoming work as of May 7, 2019

Night work for final striping on 35th Ave NE begins tonight, Tuesday, May 7 and continues for the next several weeks

Due to the anticipated daytime temperatures in the upper 70s and 80s for the next several weeks, our contractor needs to install final striping on 35th Ave NE at night. Higher temperatures can cause new paint to take longer to cure and is harder to clean up if a vehicle drives through it. Crews will begin work between NE 47th and 75th streets. Once complete, crews will continue working at night between NE 75th and 91st streets.

We are working to minimize impacts wherever feasible and 35th will remain open with one lane in each direction during the work. Please read below for what to expect while striping takes place: 

  • Nighttime hours: 7 PM to 7 AM, Monday through Friday
  • 1 lane of traffic in both directions will be maintained at all times: Uniformed police officers (UPOs) and flaggers will direct traffic around the work area
  • Parking will be restricted along the corridor to maintain a safe work area
  • Noise and vibrations during final striping installation at night are expected to be slightly louder than typical traffic but not as loud as nighttime paving. 
  • All sidewalks will remain open for people walking 

If you have questions or concerns about the work, please contact our project information line, 206-512-3950, as soon as possible and we will do our best to minimize impacts whenever feasible.

Driveways will remain accessible, but you may experience intermittent delays while paint is drying:

Uniformed police officers (UPOs) and flaggers may re-direct you to avoid driving on fresh paint when trying to access a driveway. Fresh paint that has been driven on is difficult to clean up and harmful to vehicles.

If you have concerns about accessing your driveway during nighttime work, please park on side streets and walk to your residence or business.

35th Ave NE Project: Construction Update (04/05/19)

Construction on 35th Ave NE to resume on April 8
Crews plan to restart construction for the 35th Ave NE Project between NE 75th and NE 89th streets on April 8. Please read below for detailed information about upcoming work.

Overview of upcoming work as of April 5, 2019
Zone C (between NE 75th and NE 89th streets):

On Monday, April 8, crews plan to begin grinding the top several inches of asphalt to prepare for paving. This work is expected to take approximately 2-3 days to complete. Once crews finish grinding, we will use street sweepers to clean-up the work area. Then we will make any additional repairs to the street base and upgrade the remaining curb ramps at NE 75th St and NE 89th St.  

During grinding and base repair work, you can expect the following: 

  • NEW: Northbound detour: We have received an updated plan from the contractor and wanted to share it with the community prior to work starting. On April 8, 35th Ave NE will be open to southbound traffic only between NE 75th and NE 95th streets. Northbound traffic will be detoured to Sand Point Way NE between NE 75th and NE 95th streets. 
    • Trucks and other drivers that are traveling through the area may also use eastbound NE 65th St to Sand Point Way NE as a detour route  
    • The detour provides space on 35th for crews to work safely . The detour route to Sand Point Way NE is necessary because of the limited number of arterial streets in this area. It is also one of the few routes that accommodates truck traffic.
  • Temporary driveway closures for up to 1 hour as the grinding machine passes

Please follow detour signs for everyone’s safety. During previous detours, we’ve heard concerns from your neighbors about cut-through traffic on side streets. Please follow the posted detour route and if you must use side streets to reach your home, please drive slowly and watch out for one another.

  • Parking restrictions: Street parking will be closed on both sides of the street, 24/7 until construction is finished, between NE 75th and NE 89th streets
    • Please read the restrictions listed on the no parking signs for details to avoid being ticketed or towed
  • Limited turns to / from side streets and driveways on 35th Ave NE between NE 75th and 89th streets: Side street access will be limited to establish a safe work area
  • Temporary bus stop closures and reroutes: Get the latest information at King County Metro Alerts
  • Typical work hours: Weekdays from 7 AM – 7 PM

We’re coordinating with the 25th Ave NE Paving Project as they plan for final paving overnight in early April. A new design for 35th

Since planning for the 35th Ave NE Project began in 2016, we’ve heard from many people advocating for safer ways to travel in northeast Seattle. We appreciate everyone who has reached out to share their thoughts, concerns, and support for the proposed safety enhancements.  

When the project began, the goal was to better organize the street, increasing safety for everyone.  To meet this goal, we proposed a design that included bike lanes consistent with recommendations in the Bike Master Plan adopted by City Council in 2014.

In response to the feedback we heard about the design, and based on industry best practices, data analysis, and continued conversations with the community, we’ve chosen to move forward with a new design that includes 1 travel lane in each direction, a center turn lane (north of 65th) and parking maintained on the east side of the street (between NE 47th and NE 85th streets). In addition, we will be making enhancements to the neighborhood greenway on 39th Ave NE.

Better street design can lead to safer streets. The new design helps us improve safety and operations for all travelers on 35th by providing a dedicated space for turning vehicles. We’ve seen decreased vehicle speeds and decreased collision rates on streets with 1 lane in each direction and a center turn lane. Examples include NE 75th StNE 125th St, and Nickerson St. By slowing vehicle speeds and better defining the travel lanes, this helps increase safety for everyone on 35th, including people crossing the street.   

The new design will also allow efficient transit travel through the corridor with southbound buses making in-lane stops at the curb. Based on community feedback, the new design keeps the northbound and southbound bus stops at NE 68th St for riders wanting access at this important location.

How did we get here?
Throughout the lifetime of this project, we have continued to receive feedback about the original design and participated in additional conversations with community members for and against this project in an attempt to find common ground. We have heard consistently that safety along this corridor is the neighborhood’s number one priority.   
With a year’s worth of comments, targeted outreach, and additional analysis, we have chosen a new design that reflects the neighborhood priority to enhance safety along 35th. While there would be no protected bike lanes on 35th, people riding in the street would still benefit from slower vehicle speeds and clearly defined travel lanes. We will also be making enhancements to the parallel neighborhood greenway on 39th Ave NE that provides a route for people that prefer to bike on a quieter street. 

To make space for the center turn lane, parking will be maintained on the east side of the street, instead of both sides.  Throughout this project, we’ve worked with businesses and religious organizations along 35th to better understand parking, loading, and access needs. With the new design, we have decided to prioritize parking on the east side of the street. This decision is based on community feedback and the location of several existing load zones and ADA parking spaces on the east side of the street. We’ve heard that these spaces are critical for people with limited mobility that are attending services at the religious institutions on 35th.
  
What’s next?
We are moving forward to implement this new design in order to improve safety for everyone. The design is conceptual and still needs to be further developed. We’ll share additional details with the community in the coming weeks.

The new design addresses many concerns we’ve heard from the community however, we’ve also heard requests for additional enhancements along the corridor. SDOT is evaluating these requests and will share more information as we have it. We hope to continue developing a strong relationship with community members to help us take a holistic look at future transportation and mobility projects in northeast Seattle. 
 
Construction to resume as early as April 8
Crews plan to return to the project corridor to resume construction activities, including grinding and paving between NE 75th St and NE 89th St as early as April 8. We’ll  share more details about these construction activities in our next email update.

Community Prioritization for ‘Neighborhood Street Fund’

Now through February 22nd residents are able to prioritize transportation related projects through the Seattle Department of Neighborhoods (DoN) ‘Neighborhood Street Fund’ (NSF).  Meadowbrook needs your help to ensure our proposed projects (proposals) rise to the top of this competitive prioritization process. Funds for these projects will range from between 100K and One million dollars compared to the smaller Your Voice, Your Choice projects which top out at $90K.

Community Prioritization phase of Neighborhood Street Fund 2019-2021 cycle is now open! Tell us what street improvements your community needs most by scoring projects proposed by neighbors in your district now through February 22. The highest-scored projects will proceed to the voting phase in Spring.

How to score:

  • Online: prioritize projects and participate in an online dialogue with your neighbors without leaving your home! 
  • In-person: attend a 90-minute Community Prioritization Meeting in your district. Meetings will include presentations by SDOT staff of each project proposed in your district. (Please note that presentations will begin promptly at the meeting start, so arrive on time! To request interpretation and or another accommodation, please contact us at: nsf@seattle.gov or (206) 733-9361 before the meeting date. Due the bad weather, the first round of meetings for District 5 have been canceled, but they may be rescheduled at another date. This is to be determined by DoN.

Meadowbrook Pond 11/6 Update

Seattle Public Utilities (SPU) is pleased to announce that constriction is finished at Meadowbrook Pond for this year. Thank you for your patience throughout construction.

While SPU was not able to dredge as much of the pond as originally planned due to a late start to construction, a 17-day union strike that halted most work, and an early Fall rain event, SPU was able to:

  • Remove over 1,000 cubic yards from the Forebay and Cell 2.
  • Remove invasive plants from the pond and the surrounding area to improve habitat at Meadowbrook Pond.
  • Relocate approximately 8,000 fish during the project.

SPU is also currently looking into options for a barrier along the east side of 36th Avenue N.E. to replace the berm that was removed.

We know that this is an important community space, and we appreciate your understanding during this project.

SPU is responsible for ongoing maintenance of Meadowbrook Pond to maintain the flood control and stormwater detention functionality of this site. SPU is continuing to monitor the site and evaluate future maintenance needs, which may include returning in 2019 to perform additional dredging. SPU staff will provide community notification for future largescale maintenance projects that impact site access.

Hello everyone,

I just wanted to provide a brief update on how things are progressing.

I attend and provided testimony at the SPS Special Board meeting for public comment on BEX V Levy last Thursday, 10/18. It was a great session to attend as only 8 members of the public attended to give comment.
I had a separate discussion with Director Burke and Director Mack following the session. They are supportive of our Site Improvements and I have no reason to believe our needs will fall off the list of proposed projects. The board will adopt the final list in the coming weeks. Our big push following placement on the levy will be encouraging folks to vote yes in February.

I have been laying low in fundraising (we are still around the $23,000 mark) for the Stair project this month as the PTSA is conducting their Annual Give campaign. I will begin pushing hard in early November. After all tiles make great gifts! Visit jamsdreambig.org to purchase yours!

Lastly please help spread the word of our upcoming school takeover event at the RAM restaurant at University Village on 11/13 from 5-9PM. We will receive 10% of all sales during that time. I’ve attached a poster.

Lake City Way Corridor Improvement Project Community Drop in Sessions

Lake City Way NE (State Route 522) is one of the busiest arterial routes in Northeast Seattle. The 3.67-mile-long corridor (from I-5 to the city limits at NE 145th St) has seen a high volume of collisions over the years. The roadway facilitates travel to and from the city, supports thriving businesses, hosts frequent transit routes, and functions as “Main Street” for residents in this part of the city.

The Seattle Department of Transportation (SDOT) will be working closely with the Washington State Department of Transportation (WSDOT) to enhance safety, accessibility, and travel on Lake City Way NE. WSDOT plans to repave the corridor and upgrade ADA curb ramps, and we will construct spot and intersection improvements to enhance walkability and safety for all travelers.
